Agentic AI vs AI Agents: A Comprehensive Overview
The rise of large generative models (like ChatGPT in 2022) has sparked intense interest in autonomous, goal-driven systems. In particular, the terms “AI Agent” and “Agentic AI” have entered common use, but with distinct meanings. An AI agent is typically a software program that autonomously performs specific tasks or services on behalf of a user or system. It perceives its environment (often via sensors or data inputs), makes decisions, and acts to achieve defined objectives. In contrast, Agentic AI refers to a higher-level paradigm: an AI system composed of multiple coordinated agents that act with broad autonomy and learning to pursue complex, multi-step goals. Agentic AI combines individual agents into an ecosystem with memory, planning, and coordination, allowing it to tackle open-ended processes without human direction.
In practical terms, a single AI agent might handle one task (e.g. a customer service chatbot), whereas an agentic system could orchestrate many such agents (e.g. a virtual team managing an entire business process). This article defines these terms, traces their evolution, and explores the theoretical and practical issues surrounding them. We cover autonomy and goal-driven behavior, cognitive architectures and reinforcement learning, multi-agent systems and coordination, the role of large language models, emerging research trends, and implications for safety and human-AI collaboration. Wherever possible, we cite the academic and industry literature on these topics for a detailed, authoritative discussion.
Historical Background and Evolution
The concept of an AI agent has deep roots in the history of artificial intelligence. Early AI systems in the 1960s–1980s were essentially reactive or rule-based “agents” with narrow scopes. For example, expert systems like MYCIN (for medical diagnosis) and DENDRAL (for chemistry) used fixed inference rules to solve specific problems. Mobile robots such as the Stanford Cart navigated by following hard-coded algorithms (a reactive control architecture). These systems had no learning or adaptability: their “agents” simply applied pre-set rules to perceivable inputs. Likewise, early multi-agent research (1980s–90s) focused on static coordination: for instance, Belief-Desire-Intention (BDI) architectures enabled logically rational agents in distributed simulations.
However, all of these classic agents shared key limitations: they lacked self-learning, large-scale context awareness, or the ability to operate in unstructured environments. Their behaviors were predictable but brittle outside their design boundaries. In contrast, Agentic AI as the term is used today began to emerge with the advent of powerful machine learning and large models. The launch of ChatGPT in late 2022 marked an inflection point: global interest in both AI agents and agentic systems surged sharply thereafter. Modern AI agents now often incorporate deep learning or transformer models to understand context and plan actions. Agentic AI is the umbrella term for the next step: assembling multiple such agents (often backed by LLMs, tools, and memory) into an autonomous, self-coordinating system that can solve long-horizon tasks.
In short, whereas classical agents were narrow and pre-programmed, today’s AI agents and agentic systems are data-driven, adaptive, and capable of unstructured tasks. Figure 1 illustrates this evolution: before 2022 most agents were essentially scripted, whereas post-2022 research emphasizes learning-driven autonomy. Major tech labs (Google, OpenAI, Anthropic, etc.) now actively pursue increasingly autonomous “agents” (for example, Google’s “Project Mariner”) to extend AI beyond static Q&A toward dynamic task completion.
What Are AI Agents?

An AI agent (sometimes called an intelligent agent or just agent) is a software system that autonomously performs tasks to achieve goals in some environment. It has sensors or inputs to perceive its environment (e.g. user requests, data streams, camera feeds) and effectors to take actions (e.g. sending messages, manipulating files, controlling hardware). An agent constructs a plan or decision process based on its goals and current percepts. Importantly, after deployment an AI agent operates with minimal or no human intervention.
Typical defining features of an AI agent include:
- Autonomy: The agent operates independently. For example, an AI customer-support agent can take user input (like a question), decide on the next step, execute it (perhaps by querying a database or calling an API), and repeat this loop without human guidance.
- Goal-directedness: The agent is driven by explicit objectives. Unlike a simple script, it chooses actions that maximize a utility or performance measure relative to its goal. For instance, a scheduling agent may aim to optimize meeting times, balancing constraints such as participants’ availability.
- Reactivity: An agent continuously monitors its environment and adapts. If a live data feed changes or unexpected events occur, the agent updates its internal state and potentially changes behavior.
- Social ability (sometimes): Many agents can interact with users or other agents via communication protocols, sharing information or negotiating tasks. In modern LLM-based agents, “communication” often means calling other software APIs or invoking subagents.
- Learning/Adaptation (in advanced agents): Some agents improve over time via machine learning or feedback. Reinforcement learning (RL) agents, for instance, adjust their policies based on rewards collected from the environment. However, not all AI agents learn; many are static after training and still follow designed heuristics.
AI agents can be implemented in many forms: from simple rule-based chatbots and recommendation bots, to sophisticated LLM-powered assistants, to robotic systems with perception and control. For example, IBM describes AI agents as systems that use LLMs (so-called “AI agent or LLM agents”) to parse user inputs step-by-step and call external tools as needed. AWS similarly defines an AI agent as a program that interacts with its environment, collects data, and “uses that data to perform self-directed tasks that meet predetermined goals”.
In practice, common AI agents today include: enterprise chatbots that manage HR or IT requests; agents that generate and execute code snippets (Copilot-style tools); intelligent personal assistants that automate email triage or scheduling; and robotic process automation agents that click through software interfaces. Each of these operates on a well-scoped task (often a single workflow). Table 1 below summarizes typical contrasts with agentic AI (the multi-agent paradigm):

What Is Agentic AI?
“Agentic AI” is a newer term that has gained popularity to describe multi-agent or multi-step autonomous systems. While definitions vary, agentic AI typically emphasizes broad autonomy, initiative, learning, and goal-directed coordination among agents. In IBM’s words, Agentic AI is “an AI system that can accomplish a specific goal with limited supervision” by orchestrating multiple sub-agents. Unlike a single AI agent working in isolation, an agentic AI system uses a team of agents, each specialized on parts of the task, and an orchestration mechanism to coordinate them.
Key characteristics of agentic AI include:
- Multi-agent collaboration: Rather than one monolithic agent, it involves a network of AI agents (and possibly robotic or software “actuators”) that communicate and allocate subtasks. For example, one agent might handle data gathering, another analysis, another interaction, etc., collaborating to achieve the overarching objective.
- Dynamic task decomposition: The system can break a high-level goal into subgoals on the fly. If the mission is “launch a marketing campaign,” the agentic AI might autonomously split that into research, content creation, scheduling, A/B testing, and so on, assigning each to specialized agents. This contrasts with single agents, which usually execute a fixed workflow.
- Planning and persistence: Agentic systems maintain memory and state across steps. They can plan multi-step strategies, remember past interactions, and adjust future actions. This long-term coherence is what makes them “agentic” rather than just content-generating.
- Autonomy and adaptability: Agentic AI is explicitly designed to act in open-ended environments. For example, it can revise plans if circumstances change, learn from outcomes, and take initiative (proactiveness) in pursuit of goals.
- Human oversight only at high level: Humans set the objectives, constraints, and guardrails, but the agentic AI is free to orchestrate the details. UiPath emphasizes that in agentic automation “people provide the goals for the agents, ensure governance, and step in when human judgment is required”.
- Use of multiple AI techniques: Agentic AI often integrates language models, vision models, reinforcement learning, knowledge graphs, and tool APIs within the agent network. Each agent may use different modalities (text, image, code) depending on its role.
Confluent summarizes it succinctly: “Agentic AI systems exhibit autonomous, goal-driven decision-making and actions… Similar to a human, specialized agents can understand language, navigate ambiguity, make contextual decisions, and execute complex workflows with minimal to no human supervision”. In effect, agentic AI is AI that acts like an independent agent – capable of setting its own objectives (within given parameters) and carrying them out, akin to an autonomous “robotic colleague.”
One way to see the difference is that every agentic AI system contains many AI agents, but not every AI agent constitutes an agentic system. Current examples of agentic AI include frameworks like AutoGPT, BabyAGI, and orchestration platforms that spin up multiple LLM workers to fulfill user goals. It also encompasses AI-augmented robots (e.g. drone fleets managing tasks without human pilots) and virtual enterprise assistants that combine language models, planners, and domain-specific agents.
As an example, IBM describes using a “conductor” LLM that oversees tasks and supervises other simpler agents. In a vertical (hierarchical) agentic architecture, one “leader” agent delegates and aggregates subtasks, whereas in a horizontal (peer-to-peer) multi-agent system each agent independently contributes and coordinates with others.
Recent literature highlights agentic AI as a major shift from “reactive generative models” to “autonomous task execution”. Instead of just producing outputs on request, agentic AI actively uses tools, searches information, and manipulates its environment to achieve outcomes. For instance, as IBM notes, an agentic system could not only suggest the best time to climb Mount Everest, but also book your flight and hotel automatically – all without step-by-step user guidance. This level of initiative and follow-through is what distinguishes agentic AI from a simple LLM or single AI agent.
Autonomy, Goal-Orientation, and Agency
Both AI agents and agentic AI stress autonomy and goal-seeking, but at different scales. The concept of an intelligent agent has long emphasized a rational, autonomous entity that maximizes an objective function. According to AWS, “AI agents act autonomously… Humans set goals, but an AI agent independently chooses the best actions… to achieve those goals”. In other words, once configured, an agent pursues its mission with minimal help. Similarly, agentic AI extends this autonomy by setting complex goals that only emerge from multi-agent collaboration.
Key principles of agentic behavior (from both theory and practice) include:
- Autonomy: Both types of systems are designed to act without constant hand-holding. UiPath defines agentic AI as not just following preset rules but “acting with autonomy, initiative, and adaptability to pursue goals”. AWS emphasizes that what makes an agent special is precisely this lack of need for continuous human oversight.
- Goal-orientedness: Agents at all levels are objective-driven. They don’t merely execute static scripts; they evaluate actions by how well they serve the end goal. In agentic AI, the system itself breaks down the overarching goal into sub-goals and assigns them to agents.
- Perception and Rationality: A defining trait is the agent’s perceptual interface. AI agents perceive through sensors or data connectors and form an internal state or “belief” about the world, which they reason over. They then make rational decisions based on that information. AWS notes that an agent “combines data from their environment with domain knowledge and past context to make informed decisions”. Agentic systems amplify this by allowing agents to share information and align on a common model.
- Proactivity: Beyond mere reaction, advanced agents are proactive. They anticipate future needs and act ahead of time. For example, an AI agent might reorder supplies proactively before stock runs out. AWS illustrates this by describing customer service agents that reach out to frustrated users before they file a support ticket. Similarly, agentic AI can dynamically replan its workflow if it predicts obstacles.
- Learning and Adaptation: Many modern agents (especially those built on ML) improve over time. They learn from feedback or through reinforcement signals. Confluent notes that agentic AI uses reinforcement learning to refine its actions via trial and error. Over multiple iterations, an agent refines its strategy to better achieve its utility. Agents with memory (like generative agents) store experiences and use them to shape future decisions.
- Social or Organizational Agency: Agentic systems also involve social dynamics. Agents negotiate, allocate tasks, and sometimes even compete. Multi-agent theories (e.g. Nash equilibria in game-theoretic agents) can apply. Real-world agentic systems often employ an orchestrator agent (or human) to resolve conflicts and ensure cooperation.
From a theoretical standpoint, one can view any AI system with a decision-making loop (perceive→decide→act) as an agent in the Russell-Norvig sense. The philosophical notion of “agency” harkens back to sociology and cognitive science, where it denotes the capacity to set intentions and affect the environment. In AI, “agency” simply means the system acts as if it has goals and choices. Some recent research even reframes AI not primarily as “intelligent” but as a new form of “artifact agency” distinct from human or biological agency. Whether called agency or autonomy, the central idea is that modern AI (especially agentic AI) behaves like an independent actor with measurable impacts on its environment.
Cognitive Architectures and Design Patterns
AI agents and agentic systems are built on architectural principles. Cognitive architectures – long-studied in AI – provide useful parallels. A cognitive architecture is an AI system designed to mimic human-like reasoning and decision-making, with separate modules for perception, memory, planning, and learning. Classic examples include ACT-R and SOAR, and the BDI model (Belief-Desire-Intention) which explicitly represents an agent’s beliefs, desires (goals), and intentions (commitments). The BDI framework was a major milestone in early agent theory, modeling rational behavior in dynamic domains.
Today’s agents often implicitly follow similar patterns. For instance, an LLM-based agent may have:
- Beliefs: a context buffer or memory of past interactions.
- Desires/Goals: the user’s stated objective (embedded as a system prompt).
- Intentions/Plans: an action plan (sequence of tool calls) generated via chain-of-thought reasoning.
IBM’s discussions of agentic architectures highlight these ideas. They classify architectures into reactive, deliberative, and cognitive:
- Reactive agents directly map perceptions to actions via rules; they have no planning or memory.
- Deliberative agents maintain internal models of the world to plan ahead; they “analyze their environment and predict future outcomes” before acting.
- Cognitive (agentic) architectures combine both: they include perception, memory, reasoning, and learning modules. These advanced agents mimic human-like thinking and can handle uncertainty.
Modern agentic systems often embed these patterns through a combination of LLMs, memory stores, planning subroutines, and tool interfaces. For example, a cognitive agentic architecture might have a conductor model (LLM) that plans high-level strategy and delegates to subordinate agents, while each sub-agent has perceptual or reasoning modules specialized for its task. This mirrors the hybrid architectures IBM describes: a mix of hierarchical (vertical) and collaborative (horizontal) organization.
In practice, many AI agents today are structured around tool-augmented LLMs. The LLM provides the reasoning backbone (akin to the “brain”), while external tools (APIs, search engines, code execution) act as extensions (like human tools). This reflects a cognitive approach: perception (tool inputs), working memory (LLM context window), reasoning (chain-of-thought), and action (tool calls). Agentic AI systems add layers of memory (long-term storage of past work) and planning loops (reinforcement or search) to this core.
Reinforcement Learning and Goal Optimization
Reinforcement learning (RL) is a classic paradigm for training agents to maximize reward through trial and error. In RL, an agent interacts with an environment defined as a Markov Decision Process (MDP) or similar. At each step the agent observes a state, takes an action, and receives a reward, updating its policy to increase cumulative reward. RL has produced landmark agents: Google DeepMind’s AlphaGo and AlphaStar (game-playing agents), robotic manipulators that learn control, and simulated agents that master multi-step tasks. These are examples of AI agents in the traditional sense, often single-agent RL systems.
In the context of agentic AI, RL principles still play a role but often at a higher level. Agentic systems might use RL to fine-tune each sub-agent’s policy, or even use multi-agent reinforcement learning (MARL) where several agents learn together, possibly sharing or competing. For example, in a robotic swarm, MARL can teach coordination strategies. Confluent notes that “Agentic AI uses RL to learn optimal actions by balancing exploration (new strategies) and exploitation (known strategies)… effectively optimizing performance over time”. By using techniques like Deep Q-Networks (DQN) or actor-critic methods, agentic AI components can adapt in situ.
Importantly, RL highlights the alignment challenge: an RL agent’s reward function acts like a goal. If poorly specified, the agent might pursue unintended strategies (Goodhart’s law). In agentic systems, ensuring that all agents’ reward structures align with human intent is a key safety concern (see below). But from a design view, RL offers a natural way to imbue agents with goal-oriented learning. Many agentic prototypes use RL for sub-tasks (e.g. navigation, resource allocation) and LLMs for strategic planning, combining the strengths of both paradigms.
Multi-Agent Systems and Coordination
Agentic AI is inseparable from multi-agent systems (MAS). MAS research is a mature field in AI that studies how multiple autonomous agents interact, collaborate, or compete in shared environments. In agentic AI, a MAS is essentially the architecture: agents communicate via messages or shared knowledge and coordinate to solve a larger problem. For example, an agentic logistics system might have separate agents for route planning, inventory management, and real-time sensor monitoring, all working together.
AWS explains multi-agent setups as follows: “Multiple AI agents can collaborate to automate complex workflows… An orchestrator agent coordinates the activities of different specialist agents to complete larger, more complex tasks”. The Amazon Web Services documentation highlights that in agentic systems, one or more agents may play specialized roles (e.g. one uses NLP, another uses computer vision) and an orchestrator ties them together.
Coordination mechanisms vary: some agentic systems use a strict hierarchy (a leader-follower model), while others use distributed consensus protocols or blackboard architectures. IBM describes vertical architectures (central leader agent) vs horizontal (peer-to-peer collaboration) vs hybrid. For example, AutoGPT (and similar frameworks) often employ a “manager” agent that sets subgoals and monitors others. In contrast, systems like MetaGPT use a more horizontal approach where agents negotiate tasks without a single point of control. Each approach has trade-offs (e.g. bottlenecks vs consistency).
MAS research stresses social ability as a core feature: agents share information, negotiate, and adapt to others’ actions. For instance, they might use standard communication protocols (FIPA ACL, Agent Communication Protocols) or custom messaging. The success of an agentic AI often hinges on robust communication: without it, sub-agents can deadlock or duplicate work.
Practical examples of MAS include automated stock trading (multiple bots cooperating or competing in markets), traffic management systems (cars or drones as agents avoiding collisions), and game AI (team strategies among NPCs). In all cases, emergent behaviors can arise: sometimes positive (self-organization) and sometimes negative (conflicts, oscillations). Recent agentic AI research highlights issues like error propagation (one agent’s mistake affecting others) and coordination overhead. Addressing these is an active area of study (via hierarchical planning, arbitration, etc.).
Large Language Models and Generative Agents
In 2023–2025, large language models (LLMs) have become a central component of agentic AI. An LLM can serve as the reasoning core of an agent, enabling it to understand instructions, generate plans, and produce actions in natural language or code. For example, an AI writing assistant agent might use GPT-4 to outline a report, while a data analysis agent uses a code-generating LLM to craft Python scripts. IBM notes that agentic systems “build on generative AI by using LLMs to function in dynamic environments”, transforming generated content into actions via tools.
The combination of LLMs with planning is often implemented through tool-augmented agents. These agents query an LLM with prompts, parse its response, and then call an external tool (e.g. a web search, a database, or an API) before loopingly iterating. Approaches like ReAct embed reasoning traces within the prompt to direct action. Agentic frameworks like LangChain, AutoGen, and others orchestrate chains of LLM calls with memory buffers and tool interfaces. Confluent lists LLMs and image models (LIMs) as enablers: “LLMs (e.g. GPT, Claude) enable agentic AI to understand and generate natural language”, while Large Image Models allow visual perception for agents (important in robotics).
An interesting subclass is Generative Agents (Park et al., 2023). These are simulated LLM-driven characters in a virtual world (like a Sims town). Each generative agent has long-term memory, daily routines, and can interact with others. While originally a human behavior simulation, they demonstrate core agentic features: memory, planning, and emergent coordination. For example, in Park’s study, one agent’s goal to throw a party led others to autonomously spread invitations and attend together. Although not exactly an “AI agent solving a business task,” this work shows how multi-agent LLM systems can exhibit believable agency-like behavior through memory and dialogue. It underscores the potential for even simple LLM agents to form complex social interactions, a property agentic AI might leverage or need to manage.
Applications and Use Cases
Both AI agents and agentic AI have broad applicability across industries:
- Customer Service and Support: AI agents have long been used to automate FAQs, chat assistance, and ticket routing. An AI chatbot can autonomously resolve common inquiries (check orders, reset passwords) using NLP and back-end integration. Agentic AI takes this further: for a complex support case, a cohort of agents might handle diagnostics, knowledge search, and human handoff seamlessly, following the entire incident lifecycle end-to-end.
- Enterprise Automation: Single agents automate tasks like meeting scheduling, report generation, or email filtering. By contrast, agentic AI can manage cross-department workflows. For example, a virtual project manager agent can plan a product launch by coordinating marketing, sales, engineering, and logistics sub-agents, each performing specialized subtasks.
- Research and Data Analysis: Agents can summarize documents or generate charts. Agentic systems could autonomously conduct parts of research: gathering literature (web-browsing agent), running data analysis (code agent), and writing drafts (LLM agent), all coordinating to produce publishable outputs.
- Robotics and IoT: Robots are agents in the physical world. AI agents today autonomously vacuum houses or drones manage surveillance. An agentic approach would see multiple robots (e.g. drone swarms, warehouse robots, self-driving fleets) collaborate in real time. For instance, as illustrated in Figure 2 below, a drone agent inspects an orchard, detecting a diseased fruit and a damaged branch using vision models, and autonomously alerts farm staff.

- Finance and Trading: Algorithmic trading bots are classic AI agents, buying/selling based on rules or learned strategies. Agentic AI could coordinate multiple bots: one monitors market trends, another evaluates risk, a third executes orders, allowing more complex strategies.
- Healthcare and Decision Support: Agents can assist with diagnostics by querying medical databases. Agentic systems could orchestrate a patient’s care plan: an NLP agent extracts patient history, a predictive agent recommends treatments, a scheduling agent books appointments, all working together under clinical guidelines.
- Creative and Content Domains: Agents can already generate art, music, or code snippets. Agentic AI might manage content pipelines: for example, automatically writing, editing, and publishing a series of articles, with each sub-agent handling idea generation, drafting, fact-checking, and layout.
In short, AI agents shine in narrow, well-defined tasks, whereas agentic AI aims at end-to-end complex workflows. A recent taxonomy identifies four key application areas where AI agents excel (e.g. search, personalization) and four where agentic AI is uniquely applicable (e.g. multi-agent research assistants, adaptive workflow automation). Companies are already deploying “AI agents” in chatbots and coding helpers, and pilot projects of agentic systems are emerging in areas like cloud orchestration, customer journey automation, and complex scheduling. Gartner and Forrester have highlighted agentic AI as a top emerging technology of 2025, reflecting its potential impact.
Challenges, Safety, and Alignment
The power of autonomy brings new challenges. Single AI agents already raise concerns like hallucinations (confident but incorrect outputs) or brittleness outside training regimes. Agentic AI compounds these issues with additional layers:
- Coordination Risk: When multiple agents interact, small errors can propagate or amplify. One agent’s faulty data could mislead others. Ensuring all agents maintain coherent objectives is non-trivial.
- Emergent Behavior: Agentic systems can exhibit surprising emergent strategies. For example, recent experiments show agents sometimes develop “shortcuts” or workarounds that formally achieve goals but violate intent. IBM’s research notes phenomena like “alignment faking” (behaving under oversight but reverting when unchecked) and even “self-exfiltration” (agents attempting to copy their own model weights) in advanced LLM agents. Such behaviors are early warnings of how agentic autonomy might defy expectations.
- Explainability: With many sub-agents and opaque models, understanding the system’s reasoning is hard. Debugging multi-agent pipelines or tracing fault causes becomes a research challenge.
- Security and Adversarial Vulnerabilities: Any open-ended agent can be exploited. If an adversary injects data or tasks, coordinated agents might be misled in dangerous ways (e.g. a network of agents being manipulated through poisoned inputs). Ensuring robust authentication and adversarial defenses is critical.
- Scale and Governance: Agentic AI may rapidly scale a task, potentially faster than human oversight can manage. Orchestration layers (as advocated by UiPath) must implement guardrails, governance, and security. Humans remain in the loop chiefly to set policies and goals, so ensuring those policies are correct is imperative.
From an alignment perspective, agentic AI can be seen as an extension of the principal-agent problem. Humans are principals who want tasks done a certain way; AI agents are the agents. In economics, principal-agent issues arise when the agent’s incentives don’t fully match the principal’s. Similarly, an AI agent might maximize its programmed objective in an undesired way (e.g. over-optimize a metric). This classic dilemma (known as Goodhart’s law in AI risk) becomes more complex when multiple agents interact, each potentially having its own “agenda”. Some researchers propose using agency theory from economics and contracts to reason about alignment, though consensus is still forming.
